Will it be OK on decking?

It’s very good paint, but NOT for decking. Suggest you look at Cuprinol, Ronseal, Sadolin et al and specifically at their decking stains and paints.

Can I use this on my desk?

Yes it's great on wood or metal, I used on metal radiators & on timber Hall table , coverage is great, and a lovely matt finish, I am ordering more to do picture frames.

Can this be used for cupboards

Yes you could use it on cupboards. I have used it on tonge & groove (wooden) panels on the side of my bath. 😀
