It covers the full length of he board (~25 inches) and is about 1.5-2 inches wide.

No. All of the pieces shown here are separate. The 3M tape would technically hold anything to your chair, but the bottom is big and bulky and would not be stable unless the arms of your chair were 1 foot wide, not 1 foot long.
