What is velcro for, is it to close the wallet or hold the ID display down?

It is to close the wallet. The ID display is built right into the wallet. My husband bought it for vacation and it held everything safely.

Surely it is longer than 3.5 inches when unfolded ?

Height: 4 3/8 in. Folded width 3 1/8 in. Unfolded width 9 3/8 in.
