Dark brown. I'm pleased with the results, my eyebrows are very dark and it covers the grey very well.

I have short brows and usually have to tint the skin at both ends to extend them. Does this product tint skin as well or just brow hairs?

Yes I would think so as it fills in the gaps on my brows. It develops quite quickly, so I think I would apply it to the missing area first and then to brow hair so that your result is even.
