The tutorial assumes that the current source is a perfect, noise free sine wave at a frequency that is less than 4.5Khz (the maximum frequency an Arduino can sample, according to Nyquist). You're measuring a square wave rather than a sine wave so the RMS calculation will be wrong. I am not familiar with DCC ++ but I guess that average current is based on the switching frequency not the signal amplitude.

Absolutely. If the load is guaranteed to be less than 1A, you can employ wire as small as 28awg. ( A 1A fuse is *DEFINITELY* a must!) Using anything from 24 - 28 AWG enameled magnet wire will allow for multiple turns - far more than 10. This will be more than ample to measure the current using any means you like. 24 AWG copper wire is rated for 3.5 amps, so if your measuring device is capable of measuring in the 0 - 10 VAC range, about 10 wraps of 24 AWG magnet wire should perform admirably.
