Will this work for resetting ABS/SRS lights?

ABS maybe. SRS no. It will only reset the check engine light warnings from OBDII. Some ABS warnings are from OBD sensors. But they will come right back if the sensors are still not working.

Will this work with Windows Phone 8.1 and Windows 8.1 on a laptop? Does it come with software?

Yes to the 8.1 laptop, don't know about the phone. Software is included for Windows as a download I believe. Bluetooth is required, I had to buy a dongle. Android Devices work well, and the Torque app is supported.

does it show fuel level in real time

Depends on the vehicle. My 2007 Ford Focus shows real time fuel level. My 1996 Impala SS does not.
