Q: Is it 110v imput voltage?

No, the item can't direct connect mains power 110V, must use a power transformer.

Q: On the power input section it shows ac 1 and ac 2. is that line and neutral? or double ac 11-22 v ? and you can feed with ac or dc?

I've been running mine with only 12vdc for two years now. Pins 3 and 4 of CN1 terminals are for AC voltage straight from your transformer winding, I don't think "line and neutral" are relevant.
