Q: Can you charge a mobile phone from the usb

Just because you can doesn’t mean that you should! I would much rather buy the non-USB version of this plug (4 way socket) and use a quality USB charger, or even a fast charger with USB-C ports instead.

No, absolutely not. Even with a flush mount socket there is a gap of about 20mm between the wall and the back of the adapter. There is another T Plug 4 Way Socket on Amazon with green switches and rotating knob that includes rear feet for a surface mount socket.

Q: does this product incorporate surge protection

There is no indication on the packaging or the online description that says 'surge protected'. If that is a major factor for you to determine a purchase, let me ask you this 'have you every had a power surge that has damaged your attached hardware ?' Should not be an issue for most people because 1) The incidence of a power surge are minimal 2) The 13amp fuse in the plug would 'blow' if overloaded. I do have a couple of surge protected plugs myself but they were bought in Amazon sale and bought for the 'price'. I have not had any issues with my purchase and pleased so far.
